The Ship Fuel Quantitative Supply System is a system and equipment-based approach designed to reduce disputes by accurately measuring the amount of ship fuel supplied, and to mitigate reliability issues such as the illegal distribution of tax-exempt fuel.

Recently, institutional reforms are accelerating, with the implementation of a pilot project for quantitative supply (average error rate within 0.5%) through the installation of mass flow meters on fuel supply vessels, and the submission of related bills to the National Assembly.
